The United States invested more than $500 million in a General Dynamics artillery shell factory to produce ammunition for Ukraine, but the plant did not produce any products for several years.
Last August, the U.S. Army, which funds the factory, ordered the shutdown of two of its three production lines.
The third production line continued operating, but according to a report by ProPublica, as of July 2026 the factory had still not produced any usable ammunition.
