Aaron Cohen, who had previously put forward this proposal, emphasized that economic pressure alone will not overthrow the Iranian regime, because officials transfer suffering to the people and the Islamic Revolutionary Guard Corps maintains its power. He called for combining economic pressure with support for internal forces to change the regime from within.
