Turkey’s Parliament approved a historic bill aimed at providing a basis for granting partial amnesty to certain PKK members who meet the specified conditions.

In total, 562 lawmakers voted; 468 voted in favor and 94 voted against.

According to this report, in the coming months the PKK will begin the disarmament process and the withdrawal of members from armed activity. After the formal confirmation of disarmament and the group’s dissolution by the relevant institutions, the judicial process for partial amnesty for eligible individuals will begin, and then it will be possible for them to return and be integrated again into society.

Meanwhile, Turkey’s government is working on a new constitution that is expected to strengthen the cultural and political rights of Kurds and other minorities. The report says there is a possibility of holding a constitutional referendum before the May 2028 presidential election.
