The Russian delegation to the Council stated: “The Security Council has concluded its consideration of Iran’s nuclear issue and the issue of preventing the proliferation of nuclear weapons has been removed from the list of matters under the Council’s consideration.”

The delegation emphasized that UN Security Council Resolution 2231 expired on October 18, 2025, and therefore there is no legal basis for holding this meeting.

The draft resolution, which had been submitted by the United States, sought to extend the activities of the “panel of experts,” which helped the Iran sanctions committee (known as the 1737 Committee), before the end of its mandate on September 26.

The draft obtained 11 affirmative votes and two abstentions, but it was rejected due to the negative votes of Russia and China, two permanent members of the UN Security Council.
