🔶 Syria and Russia agreement on Moscow’s military presence

According to a report by the Syrian official news agency SANA, Damascus and Moscow have reached an agreement over a memorandum of understanding to reorganize Russia’s presence on the coasts of Syria; an agreement that includes transferring some non-military facilities to the management of the Syrian government and turning Russian military bases into joint educational centers.

According to the report, the agreement was reached after about a year and a half of intensive negotiations under the supervision of Syria’s Ministry of Foreign Affairs and Expatriates, and it sets out the future status of Russian facilities in Hmeimim and Tartus.

The Media and Communications Department of Syria’s Ministry of Foreign Affairs told SANA that, under this memorandum of understanding, Damascus will take responsibility for facilities designated for non-military use.

These facilities include Hmeimim Airport and the fourth commercial pier of the port of Tartus; an action, according to the ministry, that will enable their gradual integration into Syria’s civilian administrative structure.

In another part of the memorandum, the two sides also agreed to redefine the role of facilities that have so far been used for military purposes.
